It's usually Microsoft two factor authentication. If you're getting calls from this number, then either someone(could even be you) is trying to log in to your account, or they somehow managed to add the wrong phone number to their account. Don't press the button it tells you to press, unless you're currently trying to log in. Also don't block the number, or you might find yourself locked out of your Microsoft account, which IT won't like.
This is usually legitmate calls from Microsoft Azure MFA when you log in to webmail or other work resources. If you are not logging in or syncing Outlook etc. then someone else may have made a typo when entering their phone number which can be annoying but harmless.
It is not spam - if its calling you - your number has been registered by someone on an MS Mail system. People really should not be marking it as spam.
